Chili Dogs

2 cups water
1 lb ground beef
1 medium onion, diced
1 (15 ounce) can tomato sauce
2 garlic cloves, minced
1 1/2 tablespoons chili powder
3/4 teaspoon salt
1 teaspoon cumin
1/2 teaspoon cayenne pepper
1 tablespoon cider vinegar
1 tablespoon worcestershire sauce
1 bay leaf

Bring water to a boil in a large pot. Add beef and boil for 30 minutes stirring occasionally. Drain beef.
Add remaining ingredients to beef and simmer for 30 minutes.
Serve over hot dogs with yellow mustard and onions.
